Since 2022, HR&A has supported New York State's Empire State Development to design and implement a comprehensive workforce strategy for the newly established Office of Strategic Workforce Development. The Long Island City northern waterfront currently hosts the Ravenswood Generating Station, the largest fossil fuel plant in New York City, providing over 20% of the City’s local power capacity. After Rise Light & Power committed to transforming it into a renewable energy hub, the Office of the Queens Borough President brought on HR&A to lead “Reimagine Ravenswood,” a community-driven site reuse, neighborhood improvement, and workforce development planning process to guide a just transition to an inclusive clean energy economy in western Queens.

Like many large institutions across the country, New York City’s Montefiore Einstein Hospital and medical school has functioned as a community anchor for decades, providing employment, education, and vital healthcare services for residents of the Bronx. At the same time, the physical setting of the institution’s Morris Park campus – disconnected from the surrounding neighborhood, with unclear boundaries and branding and no existing transit link – has also limited its potential as a community asset and a true regional hub. HR&A led the design and execution of NYC Speaks, a public-private partnership between the City of New York, a civic coalition of New Yorkers from all 5 boroughs, community-based organizations, and philanthropy, that engaged everyday New Yorkers in shaping the policies and priorities of the incoming mayoral administration. NYC Speaks conducted the largest policy survey in NYC history, capturing responses from more than 62,000 New Yorkers across every residential zip code.

NYC Climate Adaptation Roadmap
HR&A supported the New York City Mayor’s Office of Climate and Environmental Justice (MOCEJ) to develop the AdaptNYC initiative, including a Climate Adaptation Roadmap, a led a multi-disciplinary team to summarize and forecast climate impacts to New Yorkers through 2100, including how particular hazards (extreme heat, extreme storms, chronic flooding) will impact people’s health, homes, mobility, economy, culture, and community. The work addressed systemic and institutional racism disproportionately impacting New Yorkers of color.

Defining NYC’s Tech Ecosystem to Guide Public and Private Investment
HR&A conducted a comprehensive update of the New York City Tech Ecosystem Study for ABNY, Tech:NYC, and Google, delivering influential analysis that shaped policy discussions on tech workforce development and economic growth. Uber Rideshare Driver Net Earnings Study
HR&A conducted an independent study for Uber Technologies analyzing rideshare driver net earnings in Chicago, Philadelphia, and Portland and benchmarking those earnings against comparable occupations in each market. Our comprehensive analysis revealed that across all three cities, Uber driver net earnings ranged from $21.29 to $23.01 per hour after costs.

Impact Assessment of NYC Local Law 18 on Airbnb Short-Term Rentals
HR&A conducted a comprehensive impact analysis for Airbnb, examining the effects of New York City's Local Law 18, which effectively banned most short-term rentals in September 2023. Through pre- and post-enforcement data analysis, HR&A demonstrated that the law significantly reduced short-term rental income for homeowners who relied on Airbnb rentals, reduced the net new economic activity that many Airbnb guests brought to the outer boroughs, and reduced the availability of accommodations for tourists – already in short supply.

NYC Broadband Implementation Plan
HR&A led an interdisciplinary team working with the Mayor's Office of the Chief Technology Officer to develop New York City's first Internet Master Plan, addressing the digital divide affecting nearly one-third of city households. Game On! Programming for Water Street in Downtown New York
HR&A developed and implemented the Game On! programming initiative for the Alliance for Downtown New York, transforming Lower Manhattan's Water Street Corridor from a staid financial district into an active neighborhood playground. Working with Auster Agency and 3×3 Design, we planned and executed a summer-long series of pop-up installations including mini-golf, beer gardens, and beach installations that attracted visitors aged 25-33 (37% of participants) and achieved 60% brand recognition while supporting local businesses through strategic programming and promotional partnerships.

Cornell Tech Impact Study
HR&A conducted a comprehensive economic and fiscal impact analysis for Cornell Tech, quantifying the institution's contributions to New York City's economy through campus construction, operations, student spending, and startup activity. The analysis showed that Cornell Tech generated $768 million in total economic impact and supported 2,800 jobs in FY 2022-2023, with projections showing growth to $1.5 billion in economic impact and 7,000 jobs by 2030, establishing the institution as one of the city's most effective economic development investments.

LIRR Third Track: From Economic Study to Construction
HR&A conducted a comprehensive economic and fiscal impact study for the Long Island Index analyzing the proposed LIRR Main Line Third Track project, which faced significant local opposition despite its inclusion in the MTA's capital plan. Using complex economic modeling with project modeling from Parsons Brinckerhoff, we demonstrated that the $2 billion transit investment would generate 14,000 new jobs and $5.6 billion in annual economic output by 2035, leading to Governor Cuomo's approval and current project construction.

This first-of-its-kind study in San Francisco -- ultimately incorporated into SPUR’s October 2023 “From Workspace to Homebase” report -- provided stakeholders with actionable insights into the financial challenges and policy interventions necessary for successful conversions that could address both downtown vacancy and the city’s housing shortage.

Transit-Oriented Development Funding and Financing Strategy for the State of Hawaiʻi
HR&A developed a comprehensive funding and financing strategy for infrastructure to enable transit-oriented development (TOD) across Hawaiʻi with the goal of helping address the state's critical housing crisis. Working with the Office of Planning and Sustainable Development, we identified viable value capture tools, calculated infrastructure costs across four pilot areas, and created policy recommendations to make transit-oriented development more financially feasible statewide. Our work also supported a successful $6.6 million Pathways to Removing Obstacles to Housing (PRO) grant application.

HR&A's benefits analysis for climate adaptation investments in Alexandria, Egypt informed the Government of Alexandria's presentation at COP 27 in November 2022. Working with the World Bank City Resilience Program, we evaluated and prioritized planned adaptation projects, estimating capital and operating costs alongside fiscal, economic, social, and environmental benefits to guide strategic climate investment decisions.

Konza Technopolis Implementation Plan
HR&A created the business plan and implementation strategy for Konza Technology City (Konza Technopolis), a 5,000-acre innovation hub outside Nairobi that is transforming Kenya's technology sector. Working with the International Finance Corporation for the Government of Kenya, we established the Konza Technopolis Development Authority, structured the city's development framework, that continues provide real estate advisory services that are attracting investment to this catalyst for national growth.

Public-Private Development Strategy for Dhaka’s Mohakhali Bus Terminal
HR&A worked with the World Bank to develop public-private partnership models for transforming the Mohakhali Bus Terminal in central Dhaka into a state-of-the-art mixed-use transportation hub. Through comprehensive market analysis and stakeholder engagement, we created feasible development scenarios and PPP structures that enable private sector investment to fund terminal operations while maximizing the eight-acre site's value, leading to consensus-building efforts between DNCC and municipal leaders for implementation.
