New York, NY NYC Speaks HR&A led the design and execution of NYC Speaks, a public-private partnership between the City of New York, a civic coalition of New Yorkers from all 5 boroughs, community-based organizations, and philanthropy, that engaged everyday New Yorkers in shaping the policies and priorities of the incoming mayoral administration. New York, NY Comprehensive Workforce Development Strategy for New York State Since 2022, HR&A has supported New York State's Empire State Development to design and implement a comprehensive workforce strategy for the newly established Office of Strategic Workforce Development. The office’s core focus is to establish strategic priorities for job training aligned with industry needs and to fund new programs – through a $150 million grant program – that connect un- and underemployed New Yorkers especially from historically marginalized communities to in-demand, high-quality jobs in priority industries. New York, NY Impact Assessment of NYC Local Law 18 on Airbnb Short-Term Rentals HR&A conducted a comprehensive impact analysis for Airbnb, examining the effects of New York City's Local Law 18, which effectively banned most short-term rentals in September 2023. Through pre- and post-enforcement data analysis, HR&A demonstrated that the law significantly reduced short-term rental income for homeowners who relied on Airbnb rentals, reduced the net new economic activity that many Airbnb guests brought to the outer boroughs, and reduced the availability of accommodations for tourists – already in short supply. New York, NY  NYC Broadband Implementation Plan HR&A led an interdisciplinary team working with the Mayor's Office of the Chief Technology Officer to develop New York City's first Internet Master Plan, addressing the digital divide affecting nearly one-third of city households. Programming for Water Street in Downtown New York HR&A developed and implemented the Game On! programming initiative for the Alliance for Downtown New York, transforming Lower Manhattan's Water Street Corridor from a staid financial district into an active neighborhood playground. Honolulu, HI Transit-Oriented Development Funding and Financing Strategy for the State of Hawaiʻi HR&A developed a comprehensive funding and financing strategy for infrastructure to enable transit-oriented development (TOD) across Hawaiʻi with the goal of helping address the state's critical housing crisis. Working with the Office of Planning and Sustainable Development, we identified viable value capture tools, calculated infrastructure costs across four pilot areas, and created policy recommendations to make transit-oriented development more financially feasible statewide. Dhaka, Bangladesh Public-Private Development Strategy for Dhaka’s Mohakhali Bus Terminal HR&A worked with the World Bank to develop public-private partnership models for transforming the Mohakhali Bus Terminal in central Dhaka into a state-of-the-art mixed-use transportation hub. Through comprehensive market analysis and stakeholder engagement, we created feasible development scenarios and PPP structures that enable private sector investment to fund terminal operations while maximizing the eight-acre site's value, leading to consensus-building efforts between DNCC and municipal leaders for implementation.
