Overview

HR&A created the business plan and implementation strategy for Konza Technology City (Konza Technopolis), a 5,000-acre innovation hub outside Nairobi that is transforming Kenya’s technology sector. Working with the International Finance Corporation for the Government of Kenya, we established the Konza Technopolis Development Authority, structured the city’s development framework, that continues provide real estate advisory services that are attracting investment to this catalyst for national growth.

Project

Kenya’s ambitious vision to achieve middle-income status required a transformative project that could position the country as a global technology leader while creating significant economic opportunity for its citizens. The Government of Kenya conceived Konza Technology City as this catalyst, but needed expertise to translate this vision into a market-viable implementation strategy. HR&A led a multidisciplinary international team of architects, planners, engineers, and strategy consultants to develop a pragmatic approach for the first phase of development. We identified strategic anchor institutions and market opportunities to prioritize, created innovative financing mechanisms for upfront infrastructure costs, and aligned the master plan with market realities through careful program development and phasing. This comprehensive approach enabled the project to balance its ambitious vision with practical considerations necessary for successful implementation in the Kenyan context.

A cornerstone of our work was designing the governance framework for the Konza Technopolis Development Authority, a special-purpose entity essential for project delivery and investor attraction. Working with local legal advisors, HR&A crafted governance structures focused on sustainable municipal service provision and long-term project success. Our ongoing support to the Authority and Government includes managing the land leasing process, leading financial planning, and guiding marketing and branding efforts for various developments. This continued engagement demonstrates HR&A’s commitment to seeing the project through from concept to reality. As Konza’s first phase unfolds, our work is helping create a globally competitive innovation ecosystem that will generate thousands of jobs, attract significant investment, and serve as a model for technology-driven economic development in emerging markets.
