HR&A developed and continues to advance a comprehensive Strategic Broadband Action Plan for Clark County, Nevada, home to 70 percent of the state’s residents. Our multi-phase approach has helped the County secure over $11 million in federal funding, establish a Broadband Program Office, and position Clark County as a national leader in equitable broadband deployment and digital inclusion.
Clark County faced critical digital infrastructure gaps that limited economic competitiveness and equitable access across diverse communities. Through systematic assessment of broadband infrastructure, service markets, and user needs, HR&A delivered prioritized recommendations addressing access, affordability, and adoption challenges across different populations and business sectors. Our Phase 1 analysis identified connectivity barriers and presented strategies to the Board of County Commissioners spanning public-private collaboration, permitting reform, policy development, and digital literacy initiatives.
Phase 2 translated recommendations into action through detailed infrastructure and digital inclusion plans. HR&A helped design a middle-mile program to connect County facilities, supported by mapping and data analysis to prioritize locations. On digital inclusion, we helped Clark County secure and implement a $400,000 FCC Affordable Connectivity Program Outreach Grant, delivering a mass marketing campaign through mailers, bus shelter ads, public service announcements, community collaborations, and in-person events that contributed to over 200,000 households enrolling in ACP before the program sunset in 2024.
Building on this foundation, HR&A supported establishment of the County’s Broadband Program Office, developed a Request for Qualifications for expanding broadband infrastructure, and led a successful Digital Equity Competitive Grant application that secured $10.7 million in federal funding for a coalition of more than 20 community organizations. HR&A continues serving as Clark County’s strategic advisor and program manager, supporting implementation of middle- and last-mile infrastructure while advancing digital inclusion programs.
