Cities and regional governments face increasingly complex challenges that demand coordinated solutions that span housing, jobs, land use, transportation, climate resilience, and more. Our long-term planning approach pairs visionary goals with practical tools to help cities, counties, and regions grow with intention. We work with local leaders and the communities they serve to develop action plans that prioritize resources, coordinate agencies, and reform urban development systems through inclusive engagement. We build strategies that repair past harms, expand community ownership, and generate equitable, sustainable growth for generations to come.Â
HR&A worked with the City of Dallas and stakeholders to craft an Economic Development Policy and Incentives Policy to proactively address disparities in economic opportunity through policy, public investment, and partnership. As advisors, analysts, subject matter experts, and external capacity, HR&A helped ensure that the implementation of the policy would provide measurable impacts and improvements to businesses and communities across Dallas.
HR&A Advisors is co-leading Pittsburgh's first citywide comprehensive plan, a two-year initiative establishing policies that will guide how the city will grow and change through 2050. Working closely with the Department of City Planning and a team of local and national partners, we are helping Pittsburgh set clear goals for housing, jobs, transportation, land use, and climate resilience.
HR&A shaped New York City's approach to sustainability and equity through leadership of two landmark planning initiatives spanning over a decade. Our strategic planning for PlaNYC (2007-2011) and OneNYC (2015, 2019) positioned NYC as a national leader in municipal climate action while evolving the city's governance framework to center equity, ultimately aligning $117 billion in capital investments with community-driven priorities.

HR&A led a multidisciplinary team to develop an updated strategic vision and implementation roadmap for the 300+ acre Panther Island project adjacent to Downtown Fort Worth. Working with a steering committee of public-sector and civic stakeholders, we delivered actionable recommendations that align flood control infrastructure with economic and real estate development opportunities, creating a framework for transformative public and private investment shaped by community ambitions.
HR&A designed and established the Center City Development Corporation (3CDC) to steward Downtown Cincinnati's revitalization. Our work creating this innovative public-private partnership led to Fountain Square's $49 million renovation, over $125 million in additional private investment, and Over-the-Rhine's transformation from a troubled neighborhood into a nationally recognized success story.
HR&A advised the Bronx Chamber of Commerce to facilitate a collaborative economic development strategy among 15 major Bronx employers and institutions. Our work resulted in the Bronx Prosperity Plan — a comprehensive framework focused on talent development, strategic marketing, and targeted investments that established concrete pathways to enhance economic opportunity and prosperity across the borough.
