HR&A is collaborating with HDR to support the Connecticut Department of Transportation’s joint development projects at New Haven Union Station and Stamford Transportation Center. Our market analysis, financial advisory, and procurement services have helped CTDOT advance solicitations and developer negotiations for the redevelopment of New Haven Union Station and the Stamford Transportation Center and prioritize transit-adjacent sites across the state to position CTDOT to leverage transit assets for economic development.Â
For NHUS, a historic station serving over 4 million passengers annually, HR&A conducted market outreach, real estate trend analysis, and financial feasibility studies to inform the creation of a Request for Qualifications (RFQ), leading to a shortlist of developers for the Request for Proposals (RFP) stage. HR&A also developed a ground lease term sheet and financial offer template, and as CTDOT’s lead financial advisor, HR&A evaluated financial proposals and supported the selection and negotiation of a development partner. CTDOT announced the selection of a preferred developer in June 2025, and HR&A is providing ongoing support throughout the developer negotiation process. Â
For STC, the busiest passenger rail station in Connecticut, HR&A conducted a market analysis of adjacent neighborhoods and prepared a non-binding Request for Expressions of Interest to explore integrated station improvements and mixed-use development opportunities. HR&A led workshops with stakeholders to define the project vision, scope, and delivery models, aiming to achieve CTDOT’s goals and assess market interest in the joint development. HR&A supported CTDOT in developing an RFP as the first stage of a progressive design-build solicitation with a finance-operate-maintain option, which was released in August 2025.Â
In addition, HR&A is supporting a scan of 18 CTDOT-owned transit-adjacent assets across the State of Connecticut to identify sites best positioned for near-term transit-oriented development (TOD). HR&A and HDR are conducting assessments of real estate market conditions, site conditions, connectivity to understand site readiness, development constraints, and market demand, while also engaging municipalities and local stakeholders to integrate community perspectives. Building on these analyses, HR&A will develop a prioritization framework to recommend five sites for advancement, along with joint development typologies, procurement strategies, and marketing materials to attract private investment for TOD.Â
