HR&A advised The Trust for Public Land (TPL) on two strategic research initiatives that strengthened cities’ abilities to leverage parks for economic development. The research illuminated the economic value of quality open spaces in five different U.S. cities and provided parks departments with implementable regulatory frameworks to secure development-driven funding, ultimately enhancing TPL’s advocacy toolkit for municipal partners nationwide.

Through detailed case studies and economic analysis, HR&A demonstrated how high-quality parks can catalyze revitalization, attract investment, and retain talent in cities facing economic stagnation. The research quantified both direct and indirect benefits, including increased economic competitiveness, employment, presence of small firms and major employers, property values, tax revenues, improved health outcomes, and climate resilience—giving TPL a powerful, evidence-based narrative to advocate for park investments as economic drivers.

HR&A also developed a regulatory guide to help parks departments work more effectively with planning and economic development agencies. This included implementable frameworks for tools like impact fees and land dedication requirements, along with best practices for stakeholder engagement and policy execution. The result: a practical playbook for municipal leaders to unlock sustainable funding and build stronger, more equitable public spaces.
