HR&A developed a strategic decision-making framework and innovation recommendations for Dallas College to guide use of their assets, including a new Downtown Education and Innovation Hub funded through a $1.1 billion bond measure. Our work positioned the College to strengthen its role in workforce development and economic mobility while establishing clear pathways for innovation programming and strategic asset deployment.

Project

Through extensive stakeholder interviews, HR&A examined Dallas College’s potential impact across the city’s innovation ecosystem, from entrepreneurship and small business development to emerging industries and social innovation. We developed ten strategic recommendations that leverage the College’s unique ability to convene cross-sector collaborations and create economic opportunity for students. This framework now guides mission-aligned decisions about educational programming and asset deployment as the College advances plans for the Downtown Education and Innovation Hub, supported by $535 million in bond funding.

HR&A is now conducting an inventory of the College’s innovation assets and performing market analysis to inform site selection and developer solicitation for the Downtown Hub. This work builds on the College’s “village” concept of fostering multigenerational living, learning, and community near its campuses. We are also guiding establishment of an innovation governance structure based on industry best practices, supported by an Innovation Advisory Council of diverse stakeholders who will ensure programming remains mission-aligned and meets core needs of students and their communities.
