HR&A provided strategic support to the Transportation Electrification Partnership (TEP), managing this unprecedented collaboration of stakeholders to accelerate zero emissions transportation ahead of the 2028 Olympics. Our work produced a $150 billion federal stimulus proposal that helped inform the Infrastructure Investment and Jobs Act, with economic analysis showing potential for 1.4 million jobs nationwide.
Los Angeles County needed coordinated strategies to accelerate transportation electrification and zero emissions goods movement in advance of the 2028 Olympic and Paralympic Games. HR&A managed the initial phase of TEP, organizing local, regional, and state stakeholders around shared goals and commitments to transform California’s transportation sector. Through immersive stakeholder interviews, we identified key barriers to electric vehicle adoption, revealing the need for additional funding and financing on both utility and customer sides. We developed comprehensive solutions including a financing toolkit and seed funding strategies to increase EV deployment and support zero emissions transportation goals.
Our work culminated in significant policy impact when TEP published a $150 billion federal stimulus proposal to Congress advocating for investments in EV manufacturing, charging infrastructure, workforce development, and entrepreneurship. HR&A conducted an economic impact analysis demonstrating that this historic investment would generate 1.4 million jobs nationwide. Most of TEP’s recommendations aligned with and helped inform the Infrastructure Investment and Jobs Act passed in 2021. This TEP work is part of HR&A’s ongoing collaboration with the Los Angeles Cleantech Incubator since 2017, supporting the region’s broader goal of creating 600,000 green jobs by 2050 and building the workforce necessary to capitalize on historic cleantech investments.

HR&A’s collaboration with LACI began with a Green Jobs Study to quantify and characterize the green economy in Los Angeles County, essential for setting workforce goals and strategies.
Over 2,000 lower-income Californians have achieved homeownership through a statewide shared appreciation revolving loan fund that HR&A helped design. Our analysis of housing trends across 10 regions and development of lending parameters created a sustainable down payment assistance program addressing affordability barriers.
HR&A is proud to support the Center for Fair Futures’ new report, Housing Justice for Young People Aging out of Foster Care in New York City, which lays out a five-year plan to provide 800 new homes for youth exiting foster care. The findings in this report present an opportunity for policymakers, service providers, and mission-driven investors to come together to prevent homelessness for a uniquely at-risk population.
HR&A co-led a multidisciplinary team developing an equitable transit-oriented development (ETOD) strategy for CapMetro's Project Connect, spanning 100+ station areas. Working with Austin Transit Partnership and the City of Austin, we created a comprehensive policy toolkit that minimizes displacement while maximizing economic opportunities for local residents and businesses.
HR&A supported San Diego State University to develop the vision and business plan for a 1.6 million square foot Innovation District at SDSU Mission Valley, a transformative mixed-use development on a 165-acre transit-oriented site. We guided master plan refinement and are supporting procurement of a developer for up to 500,000 square feet of research space, positioning SDSU to expand career opportunities for its 35,000 students while growing its $5.7 billion annual regional economic impact.
HR&A served as strategic partner and development advisor to Rice Management Company for The Ion and broader 16-acre Ion District in Houston, overseeing real estate and programmatic development. This comprehensive advisory role helped successfully transform a historic former Sears department store into a thriving innovation hub while laying the groundwork for a 3-5 million square foot mixed-use innovation district that fosters an inclusive tech ecosystem and creates equitable economic opportunities.
HR&A conducted a comprehensive economic impact analysis for the Dallas Parks and Recreation Department, demonstrating that the city's 382 parks and 145 miles of trails generate a seven-to-one return on public investment. Our analysis of community benefits including job growth, health impacts, and resiliency, along with development of a visitor count methodology, provided the foundation for a successful $262 million bond proposal that gained overwhelming voter approval in 2017.
