Equitable Governance
Effective governance requires systems that serve all community members, not just those with traditional access to power. HR&A helps transform how cities make decisions, structure budgets, and deliver services by integrating community input into municipal priority-setting. Our approach centers community voices in policy development, offering opportunities for marginalized groups to engage effectively with government processes to build more robust governance structures and plans that better meet constituent needs. Through equity audits, participatory budgeting, and coalition-building, we help clients divest from harmful systems and create new structures that support democratic participation. Our work spans from comprehensive planning to criminal justice reform, ensuring that governance systems reflect community priorities and advance shared prosperity for all.
At 27, County Judge Lina Hidalgo made history as the youngest and first Latina to lead Harris County, home to 4.7 million residents. HR&A supported her groundbreaking transition by building her leadership team, establishing policy frameworks, and executing Talking Transition—one of the largest community engagement efforts in county history that gathered input from 11,000+ survey participants and 1,600+ event attendees across 200+ organizations.
HR&A worked with the City of Dallas and stakeholders to craft an Economic Development Policy and Incentives Policy to proactively address disparities in economic opportunity through policy, public investment, and partnership. As advisors, analysts, subject matter experts, and external capacity, HR&A helped ensure that the implementation of the policy would provide measurable impacts and improvements to businesses and communities across Dallas.
HR&A Advisors is co-leading Pittsburgh's first citywide comprehensive plan, a two-year initiative establishing policies that will guide how the city will grow and change through 2050. Working closely with the Department of City Planning and a team of local and national partners, we are helping Pittsburgh set clear goals for housing, jobs, transportation, land use, and climate resilience.

Real member experiences are reshaping how San Francisco Health Plan delivers care. HR&A's equity-focused assessment identified systemic barriers through data analysis and community engagement, informing state regulatory reporting while providing actionable insights now guiding targeted improvements in culturally competent care for diverse low-income populations.
Eastchester Gardens residents faced a pivotal decision about converting their development from public housing to project-based vouchers. HR&A served as Resident Advisors with LISC NY and Public Works Partners, providing technical expertise helping the Resident Review Committee understand complex developer proposals and make an informed decision about the future of their homes.
