Overview

HR&A supported Destination Crenshaw, a community-based organization investing in public infrastructure in Los Angeles’ Crenshaw District, to develop a broadband infrastructure strategy that advances digital equity in the epicenter of Black Los Angeles. Our infrastructure analysis, market sounding, and procurement support helped evaluate six vendor proposals and position the organization to select a partner aligned with community goals. 

Project

Destination Crenshaw planned infrastructure investment to expand broadband access throughout the Crenshaw District while reflecting community values and addressing persistent digital equity gaps. HR&A conducted a comprehensive infrastructure and market analysis of current service providers, assessing connectivity challenges and opportunities. We facilitated a market sounding exercise to evaluate potential partnership models, engaging providers to understand how different approaches could deliver on the organization’s vision for improved internet access.

HR&A led a procurement process that generated six vendor bids representing diverse approaches to constructing and operating broadband infrastructure. We evaluated each proposal against community goals, then guided Destination Crenshaw leadership through a workshop exploring tradeoffs associated with various partnership structures. In a second phase of work, HR&A drafted a grant application that successfully secured a $25 million grant to invest in the project—positioning the Crenshaw District to achieve meaningful improvements in digital access and equity.Â
