Confidential Cultural Institution

Expertise
Overview

A beloved cultural institution needed to articulate its full value beyond visitor numbers and exhibitions. HR&A’s comprehensive impact assessment for this confidential museum quantified economic and fiscal contributions, including property tax increases from neighborhood real estate appreciation, while demonstrating broader cultural, social, educational, and placemaking benefits to New York City.

Project

Drawing on data from the institution, third-party sources, and national benchmarks, HR&A evaluated economic and fiscal impacts. Although the museum itself is tax-exempt, we quantified increases in real estate values and corresponding property taxes in surrounding neighborhoods attributable to the institution’s presence. This analysis demonstrated how cultural institutions generate fiscal benefits extending beyond their direct operations through catalytic effects on neighborhood property values.

Complementary to economic and fiscal impacts, HR&A evaluated cultural, social, educational, and placemaking benefits through analyses of organizational and visitation data, market surveys, peer comparisons, and targeted interviews. The analyses culminated in a compelling narrative articulating the museum’s multifaceted role as a global cultural magnet, an economic engine, a resource for New Yorkers, an advocate for the arts, a neighborhood catalyst, and a leading voice in NYC’s civic fabric. This comprehensive assessment provided the institution with evidence-based understanding of its full value to the city, positioning leadership to communicate impact to diverse stakeholders, including funders, policymakers, and community members.
