HR&A is leading a multi-disciplinary team advising the City of Thousand Oaks on a comprehensive downtown redevelopment that includes a new City Hall, adaptive reuse of the existing City Hall, mixed-use development, and public infrastructure improvements. Our market analysis, financing strategies, and procurement support are enabling the City to transform its downtown core.

Project

The City of Thousand Oaks recognized the opportunity to revitalize its downtown through a coordinated redevelopment approach that would create new civic facilities, commercial spaces, and community amenities including parks, an amphitheater, and enhanced parking. HR&A developed a comprehensive strategy beginning with real estate market analysis to inform optimal programming for each component. We evaluated diverse funding and financing options, including City resources, public asset monetization, and value capture mechanisms, while assessing delivery strategies ranging from design-bid-build to progressive design-build-finance and various operating agreements.

Our work has positioned the City to move confidently into implementation. HR&A is managing the procurement of development partners through competitive processes and providing evaluation support for developer proposals. We are leading negotiations with preferred development teams to ensure the City achieves its vision and financial objectives. In collaboration with Sperry Capital, we are arranging the final funding and financing package that will enable construction to begin. This comprehensive approach ensures Thousand Oaks can create a vibrant mixed-use downtown that serves civic functions and community needs while generating long-term economic value.
