Inter-American Development Bank (IDB)
HR&A facilitated collaboration among Dominican government agencies to reimagine two cultural landmarks in Santo Domingo’s Ciudad Colonial. Our work with the Inter-American Development Bank produced vision and implementation roadmaps for the Ruinas de San Francisco and Mercado Modelo, advancing toward construction through procurement support and operational planning.
Both landmarks received funding from an IDB loan to revitalize Ciudad Colonial. HR&A produced case studies and facilitated workshops with the Ministry of Culture, Ministry of Tourism, and the City to define programming for both properties. This collaborative process generated shared vision and clear implementation pathways that balance cultural preservation with activation strategies appropriate to each site’s unique character and role in the historic district.
HR&A currently supports the Ministry of Tourism through procurement of design and construction partners to execute the vision while developing governance and operating frameworks for both properties. This ongoing work positions Ciudad Colonial to revitalize two significant cultural assets that will strengthen Santo Domingo’s tourism economy while preserving and activating important elements of the Dominican Republic’s colonial heritage.
