HR&A Advisors is developing a preliminary funding strategy for the Santa Monica Airport Conversion, a transformative project set to repurpose the 192-acre site when airport operations cease in 2028. Working alongside lead consultant Sasaki, HR&A’s financial and implementation frameworks will position the City to maximize the site’s redevelopment potential while addressing community priorities for this significant civic asset.
Through meticulous financial analysis, HR&A established an operating budget baseline reflecting existing conditions and projected future revenue from non-aviation uses, creating a critical foundation for decision-making. The team estimated annual operations and maintenance costs across three distinct redevelopment scenarios. The team also identified and quantified potential capital and revenue of sustainable funding mechanisms for each option. This comparative approach enabled stakeholders to understand the long-term financial implications of different land use choices, supporting the selection of a preferred development vision that balances economic sustainability with community benefit.
