Overview

HR&A worked with the University of Utah and Salt Lake City Redevelopment Authority to establish a strategic framework for jointly developing the Station Center site into a vibrant innovation district. Through comprehensive stakeholder engagement and programmatic analysis, HR&A identified optimal governance structures, land ownership strategies, and catalytic programming approaches that balanced community priorities with the university’s research strengths, delivering actionable recommendations that are now guiding the site’s Vision Plan.

Project

Transforming the Station Center site into an innovation district in downtown Salt Lake City required careful coordination between the university and municipal partners. HR&A conducted extensive community engagement to understand local priorities and ensure the development would serve broader neighborhood needs while leveraging the University of Utah’s academic and research assets. Our team analyzed various programming strategies that could anchor the district, examining how different uses could create synergies between university functions and community-serving amenities.

HR&A’s comprehensive analysis of governance models, ownership structures, and development strategies provided the University of Utah and Salt Lake City RDA with a clear roadmap for moving forward. The recommendations, presented directly to mayoral, university, and redevelopment authority leadership, established the foundation for a collaboration structure that balances institutional goals with community benefits. These findings are actively informing the Vision Plan process, positioning the Station Center to become a model for university-city collaboration in creating inclusive innovation districts that strengthen both academic institutions and the communities they serve.Â
