HR&A advised Metro-North Railroad on structuring a development agreement for mixed-use transit-oriented development adjacent to Harrison station in Westchester County. Our developer selection process and negotiation support led to approval of a project that will provide new commuter parking while anchoring downtown Harrison with residential and retail uses.Â
The project required balancing Metro-North’s need for revenue and parking replacement with the Town of Harrison’s downtown revitalization goals and developer feasibility constraints. HR&A evaluated RFP responses from potential developers, analyzing each proposal’s economic benefits to Metro-North and assessing their ability to deliver on operational requirements. We recommended a preferred developer based on their capacity to meet the railroad’s financial objectives while advancing municipal planning priorities.Â
HR&A then supported complex three-way negotiations among Metro-North Railroad, the Town of Harrison, and the selected development team. We helped structure terms that balanced competing interests and secured approvals for a transit-oriented development addressing commuter parking demands while introducing new residential and retail uses. The resulting project will strengthen downtown Harrison’s economic vitality and create a more vibrant station area environment that serves both commuters and the local community.Â
