Kern Coalition
HR&A Advisors provides strategic program management and advisory services to the Kern Jobs First Coalition during the Catalyst Phase of California Jobs First. Supporting a five-partner, cross-sector Regional Convener collaborative, we have strengthened regional governance, guided project selection, and advanced a shared strategy to transition Kern County’s legacy energy economy toward clean energy innovation and inclusive growth.Â
HR&A coordinated coalition operations and facilitated weekly convenings to drive implementation of the Regional Roadmap and advance state funding opportunities. We supported the review and launch of 16 Catalyst projects aligned with workforce inclusion, rural resilience, entrepreneurship, and clean economy goals. In parallel, we led a comprehensive branding and marketing strategy to unify the coalition’s identity and amplify its visibility. Our work included developing brand guidelines and messaging, launching a new website, producing communications toolkits and social media content, supporting public announcements and press engagement, and establishing a marketing and governance framework to sustain long-term collaboration. We also advanced the Kern LEADS initiative, positioning the region as a statewide leader in clean energy investment, workforce development, and business attraction.
Through this integrated strategy and communications platform, HR&A has helped Kern County build institutional alignment, attract external investment, and create a durable foundation for a just economic transition that supports high-quality jobs and long-term regional competitiveness.
