On behalf of Consolidated Edison Inc. (Con Edison), HR&A conducted a comprehensive impact assessment of the company’s utility subsidiaries, Con Edison Company of New York (CECONY) and Orange and Rockland Utilities (O&R), detailing the economic, fiscal, and social value the company provides to customers, businesses, local communities, and the states of New York and New Jersey.

The study highlights Con Edison’s performance metrics; quantifies the economic, fiscal, and social impact of the company; and contextualizes findings among larger trends in the local and national energy sector. For the economic impact analysis, HR&A used the IMPLAN input-output model, which estimates the direct, indirect, and induced impacts of Con Edison based on each subsidiary’s spending in its respective service area. Additionally, HR&A utilized a range of quantitative and qualitative data sources to demonstrate how Con Edison delivers significant benefits as a local business, employer, taxpayer, and energy provider across the New York and New Jersey region. As part of communicating the social impact of the company, HR&A analyzed the company’s contributions to providing reliable utility service, developing clean energy infrastructure, and supporting disadvantaged communities through rate discounts and workforce development initiatives.

HR&A crafted the original impact report for the Con Edison Company of New York (CECONY) in 2021 and for Orange and Rockland Utilities (O&R) in 2022. Since 2023, HR&A has annually updated the reports for CECONY and O&R, in addition to a third report focused on the combined impacts of both utilities.
