Overview

HR&A advised the Sarasota Performing Arts Center Foundation on financial strategy for their $275M performing arts center at The Bay waterfront district. Our work delivered actionable funding scenarios, refined operating models, and comprehensive economic impact projections that strengthened the Foundation’s case for public investment and philanthropic support.

Project

The Sarasota Performing Arts Center Foundation faced the complex challenge of securing sustainable funding for an ambitious cultural anchor within the city’s emerging waterfront district. The $275M performing arts center required a sophisticated funding strategy that could maximize both public and private investment opportunities while demonstrating clear community value. Having previously helped establish the area’s Tax Increment Financing (TIF) district in 2019, HR&A was uniquely positioned to identify how this mechanism could support both the performing arts center and broader park development costs. Our capital funding projections provided the Foundation with critical data to engage local government officials and key stakeholders.

HR&A’s comprehensive approach extended beyond capital funding to address long-term operational sustainability and community impact. We developed nuanced operating models based on detailed revenue and expense projections that reflected the facility’s unique programming and market context. To strengthen the Foundation’s case for investment, we produced a multidimensional economic and fiscal impact analysis that quantified both immediate and long-term benefits, including construction impacts, operational effects, visitor spending, cultural branding value, and catalytic neighborhood development potential. This equipped the Foundation with persuasive, data-driven narratives to advance fundraising efforts and build broad-based community support for this transformative cultural investment in downtown Sarasota.
