HR&A led real estate and economic analysis as part of a multidisciplinary team developing a master plan for Dallas’ Convention Center District, reimagining the Kay Bailey Hutchison Convention Center and surrounding area as an integrated mixed-use district with a new multi-modal transportation hub. Our feasibility analysis, equity assessment, and funding strategy helped the City of Dallas secure a projected $3.5 billion to advance this transformative project.

Project

The Kay Bailey Hutchison Convention Center no longer met contemporary standards as an event facility and imposed a physical barrier that disconnected neighborhoods and limited growth in southwest Downtown. The master plan envisioned comprehensive transformation: a modernized convention facility, a new multi-modal transportation hub accommodating Dallas’ future high-speed rail station, and integration of these major public investments with vibrant mixed-use urban development. HR&A analyzed feasibility for both public infrastructure and market-supported private development, identifying opportunities to leverage private investment on public sites to support major capital projects while conducting comprehensive equity assessment throughout the planning process.

HR&A created a funding strategy for both convention facility redevelopment and broader district transformation, identifying and analyzing multiple unique funding sources. This analytical foundation positioned Dallas to secure the substantial investment needed to advance this catalytic project that will reconnect neighborhoods while establishing a new gateway to Downtown.
