New York, NY Comprehensive Workforce Development Strategy for New York State Since 2022, HR&A has supported New York State's Empire State Development to design and implement a comprehensive workforce strategy for the newly established Office of Strategic Workforce Development. The office’s core focus is to establish strategic priorities for job training aligned with industry needs and to fund new programs – through a $150 million grant program – that connect un- and underemployed New Yorkers especially from historically marginalized communities to in-demand, high-quality jobs in priority industries. Ultimately, this internal and external-facing effort seeks to strengthen New York’s economic competitiveness and expand economic opportunity and mobility for all New Yorkers.

Houston, TX Buffalo Bayou East Sector Implementation Support HR&A worked with Buffalo Bayou Partnership to develop a comprehensive investment framework and master plan for Buffalo Bayou East, a 260-acre waterfront transformation extending Houston's celebrated greenway network four miles east of Downtown. Our strategic planning work created the foundation for securing a historic $100 million catalyst gift from the Kinder Foundation, which will leverage an additional $210 million in public and philanthropic funding to support the first decade of development and operations.

Our stakeholder facilitation and case study analysis resulted in recommendations for a new independent entity dedicated to lakefront redevelopment — balancing city leadership with organizational flexibility. A new non-profit entity, the North Coast Waterfront Development Corporation (NCWDC), was formed based on our recommendations, which now supports the City's ongoing master planning efforts and will carry the momentum through multiple political cycles.

Our work included financial modeling for two priority transit projects and produced an actionable roadmap that helps SANDAG and local partner agencies leverage value capture opportunities to fund critical infrastructure while supporting increased housing supply throughout the region.

HR&A supported her groundbreaking transition by building her leadership team, establishing policy frameworks, and launching Talking Transition, which engaged over 11,000 residents in defining priorities for her first 100 days.

Project Location Transit-Oriented Development Funding and Financing Strategy for the State of Hawaiʻi HR&A developed a comprehensive funding and financing strategy for infrastructure to enable transit-oriented development (TOD) across Hawaiʻi with the goal of helping address the state's critical housing crisis. Working with the Office of Planning and Sustainable Development, we identified viable value capture tools, calculated infrastructure costs across four pilot areas, and created policy recommendations to make transit-oriented development more financially feasible statewide. Our work also supported a successful $6.6 million Pathways to Removing Obstacles to Housing (PRO) grant application.

Project Location Defining NYC’s Tech Ecosystem to Guide Public and Private Investment HR&A conducted a comprehensive update of the New York City Tech Ecosystem Study for ABNY, Tech:NYC, and Google, delivering influential analysis that shaped policy discussions on tech workforce development and economic growth. Our research revealed significant sector expansion to 7% of the 4.27 million people working in New York City in 2021, as well as critical challenges in diversity and talent retention. Our findings and recommendations for addressing representation gaps were featured in The New York Times and The City.

Project Location Konza Technopolis Implementation Plan HR&A created the business plan and implementation strategy for Konza Technology City (Konza Technopolis), a 5,000-acre innovation hub outside Nairobi that is transforming Kenya's technology sector. Working with the International Finance Corporation for the Government of Kenya, we established the Konza Technopolis Development Authority, structured the city's development framework, that continues provide real estate advisory services that are attracting investment to this catalyst for national growth.

Working with the Pike Place Market Preservation & Development Authority, we delivered a strategic roadmap to revitalize the Market by embracing Pacific Northwest "Food Life" and reconnecting with local audiences.
Vanderbilt University Innovation Ecosystem
Project Location Vanderbilt University Innovation Ecosystem HR&A has guided Vanderbilt University since 2023 in its efforts to catalyze Nashville's innovation economy. Through real estate strategy, market and feasibility analysis, developer partnership selection, and project management support, we are helping Vanderbilt to transform approximately 40 acres of underutilized campus land into a dynamic mixed-use neighborhood with cutting-edge spaces for innovation. In addition, we supported the creation of the Nashville Innovation Alliance to strengthen cross-sector partnerships, accelerate research commercialization, and grow talent pipelines to cement the region’s role as a national hub for innovation and entrepreneurship.

Project Location Vanderbilt University Innovation Ecosystem & Cluster Analysis HR&A conducted a comprehensive industry and workforce analysis of the Nashville area for Vanderbilt University to inform investments in innovation initiatives across Nashville. Our data analysis identified high-potential growth sectors and existing regional assets in terms of their ability to generate innovation and provide high-paying jobs. This work informed physical planning efforts for the future Anchor Park Innovation District and Vanderbilt’s contributions to Nashville Innovation Alliance.

We supported the university to develop a vision and land use program for a dynamic mixed-use neighborhood that strengthens both academic excellence and regional economic development. HR&A managed the master planning process and is currently supporting Vanderbilt in selection of a development partner to move the project towards implementation.

Our comprehensive analysis revealed that across all three cities, Uber driver net earnings ranged from $21.29 to $23.01 per hour after costs.

Project Location Solicitation & Transaction Management for the Salesforce Transit Center HR&A guided the Transbay Joint Powers Authority through the procurement of a facility management and programming partner for the $2.26 billion Salesforce Transit Center in downtown San Francisco. Our strategic structuring of the public-private partnership and solicitation process led to a successful agreement with an interdisciplinary team led by Lincoln Property Company that met all of the Authority's operational and financial criteria.

Pittsburgh, Pennsylvania Transition for Allegheny County Executive Sara Innamorato Starting the morning after Sara Innamorato was elected as the first female County Executive in Allegheny County, HR&A provided intensive daily project management and strategic guidance to her transition and helped create an Action Plan to guide her Administration. We delivered the largest community engagement initiative in County history, capturing input from nearly 19,000 residents and translating their priorities into 91 concrete actions released on her 100th day in office.
Imagine Clearwater
Clearwater, Florida Imagine Clearwater HR&A led the development of Imagine Clearwater, a transformative master plan with a framework for expanding Clearwater's downtown park into a signature 66-acre destination that rebrands the area, increases visitation, improves connectivity, and catalyzes adjacent residential development. Our work resulted in voter-approved charter modifications and City Council approval, and the detailed design implementation phase is currently underway.

Through pre- and post-enforcement data analysis, HR&A demonstrated that the law significantly reduced short-term rental income for homeowners who relied on Airbnb rentals, reduced the net new economic activity that many Airbnb guests brought to the outer boroughs, and reduced the availability of accommodations for tourists – already in short supply.

HR&A collaborated with the Markle Foundation's Skillful Initiative to design and launch these workforce development programs in Colorado, Indiana, and Rhode Island, reshaping how employers recruit workers and how public sector, educators, and nonprofit organizations prepare jobseekers.

Project Location Skillful Colorado Governor’s Coaching Corps The Skillful Governor's Coaching Corps has supported nearly 90 career coaches across Colorado through three cohorts, establishing the first-in-the-nation model for investing in frontline professionals who connect jobseekers with careers in growing industries. HR&A developed and launched this program with Governor John Hickenlooper in October 2017, creating a replicable framework that has since inspired more than 20 governors nationwide to pledge implementation of similar initiatives.
Skillful Indiana Workforce Development Initiative
Project Location Skillful Indiana Workforce Development Initiative HR&A supported the design and implementation of Skillful Indiana, adapting Colorado's successful model to address the state's workforce challenges. Launched in October 2018, the initiative includes a Governor's Coaching Corps serving cohorts of 35 career coaches who collectively assist 3,500 individuals monthly, and an online Coaching Community of Practice connecting coaches across states for peer learning and resource sharing.

Working with the World Bank City Resilience Program, we evaluated and prioritized planned adaptation projects, estimating capital and operating costs alongside fiscal, economic, social, and environmental benefits to guide strategic climate investment decisions.

New York, NY The National Broadband Resource Hub The Ford Foundation and Schmidt Futures engaged HR&A to develop and launch the National Broadband Resource Hub, supporting government and nonprofit leaders implementing broadband programs during unprecedented federal investment. Our platform provided curated resources, peer networking opportunities, and expert advisory services, fostering collaboration among broadband leaders nationwide before transitioning to long-term management by the Pew Charitable Trusts, the Center on Rural Innovation, and Next Century Cities.

New York, NY NYCEDC Kips Bay Science District Workforce Taskforce & Vision HR&A developed the Kips Bay Science District Education and Workforce Vision Report for the New York City Economic Development Corporation (NYCEDC), that articulated the vision of the Kips Bay District as the center of New York City’s health and life sciences ecosystems. Leveraging NYCEDC's first-of-its-kind life sciences innovation, career, and education hub, the Science Park and Research Campus (SPARC), would develop the next generation of talent to support this ecosystem and anchor this District.
