HR&A collaborated with the Texas Broadband Development Office (BDO) to develop the State’s first ever comprehensive statewide Digital Opportunity Plan, establishing their roadmap to universal broadband availability, affordability, and adoption.

HR&A conducted a comprehensive evaluation for Imagine Housing analyzing the impacts of Bellevue, Washington's C-1 zoning overlay, which provides density bonuses for affordable housing development on nonprofit, religious, and public land. Following the legislative changes, Imagine Housing, a nonprofit affordable housing developer, sought to understand the impacts of the C-1 overlay district on affordable housing production in Bellevue and the potential scale of new home production if it were to be taken up by other Eastside communities. Through market analysis, parcel identification, and financial feasibility modeling, HR&A created development scenarios for prototypical sites and recommended strategies to leverage innovative funding sources. This work provided Imagine Housing with actionable insights to expand affordable housing production across Eastside communities.

Las Vegas, Nevada

HR&A developed and continues to advance a comprehensive Strategic Broadband Action Plan for Clark County, Nevada, home to 70 percent of the state's residents. Our multi-phase approach has helped the County secure over $11 million in federal funding, establish a Broadband Program Office, and position Clark County as a national leader in equitable broadband deployment and digital inclusion.

HR&A collaborated with the Schott Foundation to develop community-driven standards for responsible AI implementation in education, creating frameworks and resources that protect BIPOC students from algorithmic bias while ensuring youth, families, and educators have meaningful voice in technology decisions that affect their schools and futures.

HR&A has been at the forefront of New York State's downtown transformation strategy since the Downtown Revitalization Initiative launched. Across seven DRI rounds and two NY Forward rounds, we've led Strategic Investment Plans for 14 communities—from dense urban neighborhoods like Downtown Brooklyn and Jamaica to upstate cities like Jamestown and Central Islip—unlocking over $130 million in state investment and identifying 150+ projects positioned to leverage $300 million in additional funding.

Jayuya, Puerto Rico

HR&A played a pivotal role in the launch and development of La Liga, a nonpartisan groundbreaking network uniting mayors across Puerto Rico to drive coordinated, long-term recovery and resilience. Working with the Center for a New Economy, the Ford Foundation, and the Open Society Foundations, HR&A shaped La Liga’s structure, leadership, and strategy—creating a platform for cross-party municipal collaboration in the aftermath of Hurricane Maria.

HR&A led the design and execution of NYC Speaks, a public-private partnership between the City of New York, a civic coalition of New Yorkers from all 5 boroughs, community-based organizations, and philanthropy, that engaged everyday New Yorkers in shaping the policies and priorities of the incoming mayoral administration. NYC Speaks conducted the largest policy survey in NYC history, capturing responses from more than 62,000 New Yorkers across every residential zip code.

Houston, MN, USA

HR&A helped New Hope Housing multiply its impact combating homelessness in Houston and Harris County. Our comprehensive strategic plan and implementation support enabled the organization to triple annual project delivery, launch new service lines, and develop GIS-based tools that systematically identify competitive development sites for serving vulnerable populations.

Project Location

HR&A provided strategic support to the Transportation Electrification Partnership (TEP), managing this unprecedented collaboration of stakeholders to accelerate zero emissions transportation ahead of the 2028 Olympics. Our work produced a $150 billion federal stimulus proposal that helped inform the Infrastructure Investment and Jobs Act, with economic analysis showing potential for 1.4 million jobs nationwide.

Project Location

HR&A worked with the Maine Governor’s Office of Policy Innovation to develop a study to understand housing needs and deficits along with their impacts on Maine’s economy. Our study found that 76,400–84,300 new homes need to be built within the next 7 years to maintain Maine’s economic growth.
