HR&A has supported the Los Angeles Cleantech Incubator (LACI) since 2017 to drive investment and strategic partnerships across Los Angeles County to realize its goal of reaching 600,000 green jobs by 2050. HR&A’s collaboration with LACI began with a Green Jobs Study to quantify and characterize the green economy in Los Angeles County, essential for setting workforce goals and strategies.

Our comprehensive work has included conducting foundational research to quantify the region's green economy, providing strategic support for transportation electrification initiatives that informed federal infrastructure investments, and facilitating regional workforce development partnerships to ensure Los Angeles has the skilled labor force necessary to capitalize on historic cleantech investments and achieve its decarbonization objectives.

HR&A worked with the City of Dallas to develop and implement a groundbreaking Economic Development Policy that prioritizes equitable investment in Southern Dallas and communities of color historically excluded from opportunity. Through comprehensive strategic support, our work is helping turn the City’s bold vision into measurable outcomes—restructuring incentives, aligning City departments, and building a foundation for inclusive, long-term economic growth.

HR&A partnered with the City of Hayward to conduct a comprehensive housing displacement study that analyzed how rising housing costs were affecting different neighborhoods and populations. Our research provided the City with critical data and insights needed to secure county funding and guide affordable housing development decisions.

HR&A worked with Centro San Antonio and the City of San Antonio in 2011 to create a Strategic Framework Plan to transformed Downtown San Antonio from a convention-focused district into a thriving residential community. The plan was officially adopted by both organizations and has generated over 8,000 new housing. Following the successful “Decade of Downtown”, HR&A was re-engaged in 2024 to update the plan for the next decade of growth and investment.

HR&A designed a comprehensive strategy for Northfield Community Local Development Corporation to launch Staten Island's first Community Land Trust, creating a locally tailored roadmap that positions the organization to expand affordable homeownership opportunities and strengthen community resilience through a financially viable CLT initiative.
