As part of an engagement with the World Bank Cities Resilience Program and the National Treasury of South Africa, and in partnership with local public policy consulting firm PDG, HR&A helped seven South African metropolitan governments advance a suite of nine resilient infrastructure and renewable energy projects, including stormwater management, river catchment rehabilitation, energy storage, and waste management.
HR&A created the business plan and implementation strategy for Konza Technology City (Konza Technopolis), a 5,000-acre innovation hub outside Nairobi that is transforming Kenya's technology sector. Working with the International Finance Corporation for the Government of Kenya, we established the Konza Technopolis Development Authority, structured the city's development framework, that continues provide real estate advisory services that are attracting investment to this catalyst for national growth.
HR&A worked with the World Bank to develop public-private partnership models for transforming the Mohakhali Bus Terminal in central Dhaka into a state-of-the-art mixed-use transportation hub. Through comprehensive market analysis and stakeholder engagement, we created feasible development scenarios and PPP structures that enable private sector investment to fund terminal operations while maximizing the eight-acre site's value, leading to consensus-building efforts between DNCC and municipal leaders for implementation.

Projects
HR&A provided the Inter-American Development Bank with a comprehensive roadmap for expanding broadband access across Colombia's Aburra Valley. Our pre-feasibility study examined infrastructure, demand, and multi-dimensional feasibility considerations to determine whether a neutral network could deliver socio-economic benefits across this ten-city metropolitan area.
HR&A facilitated collaboration among Dominican government agencies to reimagine two cultural landmarks in Santo Domingo's Ciudad Colonial. Our work with the Inter-American Development Bank produced vision and implementation roadmaps for the Ruinas de San Francisco and Mercado Modelo, advancing toward construction through procurement support and operational planning.
HR&A's comprehensive market assessment for Kingston's waterfront helped structure a $12 million World Bank loan that will transform 85 acres along Ocean Boulevard with a 1.1-mile multiuse waterfront park. Working with Archer and Associates Consultants for Sustainable Cities on behalf of the World Bank's City Resilience Program, our feasibility analysis and financial modeling positioned this project to improve public space access, foster social cohesion, and attract private investment benefiting over 700,000 residents.
HR&A's work with the World Bank catalyzed Colombia's adoption of Tax Increment Financing as a national urban development tool. Leading a team of local lawyers and planners, our case study research and policy roadmap informed Colombia's National Development Plan 2018-2022 and equipped municipalities with frameworks to capture land value for infrastructure investment.
HR&A's benefits analysis for climate adaptation investments in Alexandria, Egypt informed the Government of Alexandria's presentation at COP 27 in November 2022. Working with the World Bank City Resilience Program, we evaluated and prioritized planned adaptation projects, estimating capital and operating costs alongside fiscal, economic, social, and environmental benefits to guide strategic climate investment decisions.
