Overview

HR&A Advisors is co-leading Pittsburgh’s first citywide comprehensive plan, a two-year initiative establishing policies that will guide how the city will grow and change through 2050. Working closely with the Department of City Planning and a team of local and national partners, we are helping Pittsburgh set clear goals for housing, jobs, transportation, land use, and climate resilience.

The plan is rooted in principles of fairness and sustainability—acknowledging past inequities while building a stronger, more inclusive future. Our role is to help the City and its residents shape a vision they can act on, with practical strategies that align resources, strengthen neighborhoods, and ensure all Pittsburghers share in future prosperity. Our work has produced foundational research and strategic frameworks that position Pittsburgh to tackle its most pressing challenges. We developed 20 comprehensive Topic Area Books and Learning Guides published at pgh2050.com, documenting current conditions, historical trends, and evolving dynamics across the city. Building on this analysis, we created “The State of a Just Pittsburgh,” which synthesizes urgent priorities the city must address over the next 25 years to achieve greater equity by 2050. These deliverables provide city leaders and residents with data-driven insights into critical issues ranging from environmental justice to affordable housing and economic opportunity.

The comprehensive plan employs an extensive multi-layered engagement strategy involving residents, community organizations, and city agencies to ensure marginalized communities have meaningful voice in shaping Pittsburgh’s future. Upcoming phases include collaborative scenario planning processes that will help community members and city leaders make informed policy decisions addressing key challenges. By centering equity and justice throughout this planning process, our work is creating a roadmap for sustainable growth that reverses historical patterns of exclusion and builds shared prosperity across all Pittsburgh neighborhoods.
