HR&A worked with the Wilkinsburg Community Development Corporation to analyze how population decline was affecting the Borough of Wilkinsburg and develop strategies to attract new development. Our fiscal analysis and recommendations informed critical consolidation discussions between the Borough and the City of Pittsburgh.
The Borough of Wilkinsburg, a Pittsburgh suburb, faced steady population loss that created a challenging cycle of high taxes and declining service levels, making economic development difficult to attract. This fiscal stress threatened the community’s long-term viability and required strategic intervention to break the negative cycle.
HR&A developed a comprehensive baseline framework to understand these fiscal dynamics, evaluated recent government consolidation efforts, and projected current fiscal conditions forward to identify opportunities for attracting development. Our analysis provided clear recommendations for how the Wilkinsburg Community Development Corporation could pursue development strategies while understanding their impact on local public finances. This work directly informed ongoing conversations between the City of Pittsburgh and Borough of Wilkinsburg regarding full or partial consolidation, providing essential data and analysis to guide these important municipal decisions that could reshape the community’s future.
