Station North Economic Development Implementation Roadmap

HR&A created a cohesive economic development roadmap that unified Baltimore’s Station North neighborhood around a shared vision for its future as a transit-rich cultural arts district. Working with Central Baltimore Partnership and Johns Hopkins University, our real estate investment strategy and policy recommendations positioned diverse institutions, businesses, and community organizations to maximize the impact of development efforts.
Station North possessed strong assets including its cultural arts identity and transit connections like Penn Station, but needed coordinated strategy to channel these advantages into sustained economic development. HR&A conducted extensive engagement through interviews and roundtables with developers, landlords, community organizations, academic institutions, artists, and small businesses to understand goals and opportunities. Building upon real estate market analysis, we reviewed previous policy priorities and programmatic initiatives to identify successes and gaps.
The final implementation roadmap provided CBP and JHU with a clear action plan leveraging Station North’s distinctive character and transit advantages. Our real estate investment strategy, programmatic recommendations, and policy guidance created a framework for diverse organizations to advance shared objectives. This cohesive approach positioned Station North to build on its cultural identity while capturing development opportunities from its strategic location.
