HR&A is working with the San Francisco Labor Council to develop a comprehensive Equity Agenda that presents a fiscally viable alternative to corporate tax relief as the city confronts critical decisions around its economic future. Our work will deliver actionable policy playbooks that translate the Council’s values into concrete budget and legislative proposals, empowering labor leaders to champion equitable economic recovery solutions during the upcoming mayoral election, real estate fee restructuring debate, and 2025 budget season.
San Francisco stands at a pivotal moment, with struggles to advance alternatives to the corporate tax cuts dominating discussions about downtown revitalization. Despite growing concerns about the city’s inequitable economic trajectory, recent policy considerations have largely centered on relief measures for businesses and real estate investors rather than broader community needs. Through detailed power mapping and strategic analysis, HR&A is identifying the key players, policies, and political dynamics essential to building broad-based support for alternative approaches. Our comprehensive assessment examines major issue areas, inventories existing policy solutions, analyzes budget pressure points, and evaluates the implementation capacity of civic actors to ensure recommendations are both ambitious and achievable within the current political landscape.
Working closely with Labor Council leadership, we are facilitating strategic alignment around 5-7 signature policy solutions that collectively form a compelling Equity Agenda. For three priority initiatives, we are developing detailed implementation playbooks that outline concrete steps, potential outcomes, associated risks, and required resources for operational and legislative actions—creating ready-to-deploy advocacy tools that can reshape public debate. By providing both a cohesive narrative about what’s possible and specific, fiscally responsible proposals, our work equips the Labor Council to effectively challenge the prevailing corporate tax relief approach and advance a more equitable vision for San Francisco’s economic future that serves all residents.
