Overview

HR&A collaborated with the Los Angeles County Internal Services Department to develop a comprehensive action plan for community wireless networks that would close the digital divide in underserved neighborhoods. Our strategic analysis of County-controlled properties and targeted site selection created a roadmap to deliver free, high-quality internet service to households in the most impacted communities across Los Angeles County.

The County controlled millions of square feet of property with varying building heights across both rural and urban areas experiencing low broadband adoption rates. HR&A leveraged this extensive real estate portfolio by conducting a comprehensive analysis to identify optimal sites for CBRS and unlicensed 5GHz wireless radio deployment, developing criteria to prioritize pilot locations in neighborhoods most severely affected by the digital divide.

The resulting action plan included a detailed playbook outlining technical, operational, and community engagement strategies to connect households to high-quality internet service at no cost. This strategic foundation positioned the County to leverage existing public assets efficiently while creating a sustainable model for expanding digital access across diverse communities throughout Los Angeles County.
