Eastchester Gardens residents faced a pivotal decision about converting their development from public housing to project-based vouchers. HR&A served as Resident Advisors with LISC NY and Public Works Partners, providing technical expertise helping the Resident Review Committee understand complex developer proposals and make an informed decision about the future of their homes.
The Resident Review Committee—comprised entirely of Eastchester Gardens residents, some living in the development for over 50 years—needed technical support to understand dense developer proposals for conversion from Section 9 public housing to Section 8 project-based vouchers under the Permanent Affordability Commitment Together program. HR&A worked with LISC NY and Public Works Partners to provide critical real estate assistance, translating complex development concepts into accessible information, ensuring residents could meaningfully participate in decisions affecting their homes and community.
Our team guided the RRC through developer evaluation, providing analytical frameworks and technical context that helped residents assess how proposals aligned with their priorities and community needs, ultimately leading toward designation of a chosen developer for this important conversion.
