Overview

HR&A helped New Hope Housing multiply its impact combating homelessness in Houston and Harris County. Our comprehensive strategic plan and implementation support enabled the organization to triple annual project delivery, launch new service lines, and develop GIS-based tools that systematically identify competitive development sites for serving vulnerable populations.

Project

Following the recommendations, New Hope Housing has tripled its development capacity, expanding from one project annually to 2-3 projects while launching a consulting practice and adding family housing to its portfolio. HR&A’s strategic planning and implementation support transformed the Houston-based leader in supportive housing development, providing systematic approaches and tools that positioned the organization to dramatically expand its impact serving vulnerable populations.

New Hope Housing recognized the need to broaden their organizational approach and examine changes that could better meet increasing homeless population needs in the Houston region. HR&A conducted thorough organizational assessment including visioning workshops and extensive stakeholder interviews to understand internal capabilities and external opportunities. We developed strategic initiatives prioritized by mission impact, implementation feasibility, and required resources, providing New Hope with a clear roadmap for short-, medium-, and long-term success.

Following plan completion, HR&A supported implementation across multiple fronts. We helped communicate the new strategic direction to potential development and funding partners, expanding collaboration opportunities. We identified catalytic real estate opportunities benefiting from New Hope’s expertise and developed a GIS-based methodology for identifying and evaluating potential development sites that would score highly in competitive Low-Income Housing Tax Credit processes. This systematic site selection tool now allows New Hope to quickly identify and secure competitive sites, accelerating their ability to deliver housing for vulnerable Houstonians while maintaining their commitment to high-quality supportive housing development.
