HR&A Advisors is developing a preliminary funding strategy for the Santa Monica Airport Conversion, a transformative project set to repurpose the 192-acre site when airport operations cease in 2028. Working alongside lead consultant Sasaki, HR&A's financial and implementation frameworks will position the City to maximize the site's redevelopment potential while addressing community priorities for this significant civic asset.
HR&A developed a comprehensive funding and financing strategy for infrastructure to enable transit-oriented development (TOD) across Hawaiʻi with the goal of helping address the state's critical housing crisis. Working with the Office of Planning and Sustainable Development, we identified viable value capture tools, calculated infrastructure costs across four pilot areas, and created policy recommendations to make transit-oriented development more financially feasible statewide. Our work also supported a successful $6.6 million Pathways to Removing Obstacles to Housing (PRO) grant application.
After soliciting extensive input from community members, city officials, banking experts, and business stakeholders, HR&A developed a Business and Governance Plan for the City of San Francisco’s public bank to support affordable housing, small businesses, and green investments.
HR&A is working with the San Francisco Labor Council to develop a comprehensive Equity Agenda that presents a fiscally viable alternative to corporate tax relief as the city confronts critical decisions around its economic future. Our work will deliver actionable policy playbooks that translate the Council’s values into concrete budget and legislative proposals, empowering labor leaders to champion equitable economic recovery solutions during the upcoming mayoral election, real estate fee restructuring debate, and 2025 budget season.
