Amitabh brings nearly three decades of national and international experience structuring public-private partnerships (P3s), monetizing public real estate, and implementing value capture strategies to fund infrastructure. 

Biography

His work focuses particularly on transportation systems and transit-oriented development, where he integrates transportation investment with real estate development and private capital. He also advises cities and public institutions on economic development and citywide strategies and provides international advisory services on infrastructure investment and P3 implementation. 

Amitabh structures real estate–enabled P3 strategies that help public agencies leverage land value and development rights while delivering community benefits. He helped negotiate the development agreement between the City of San Jose and Google for the Downtown West project, resulting in a $200 million community benefits package. He also developed a joint development strategy for the Santa Clara Valley Transportation Authority (VTA) for station-adjacent sites along the BART Silicon Valley Extension. He is currently advising San Diego State University (SDSU) on the implementation of its 1.6 million square foot innovation district at the Mission Valley campus, including selection and negotiation with development partners. 

Amitabh develops value capture strategies that fund infrastructure and support major public investments. His work includes evaluating and implementing tools such as tax increment financing, assessment districts, transfer of development rights, and incentive zoning. He worked with the City of Los Angeles to evaluate the funding capacity of an Enhanced Infrastructure Financing District (EIFD) to support restoration of the Los Angeles River. He also led development of a regional value capture strategy for the San Diego Association of Governments (SANDAG) and advised the City of West Hollywood on value capture strategies to support extension of the K-Line (Crenshaw/LAX Line) between LAX and Hollywood. 

Amitabh advises public agencies on transit-oriented development (TOD) strategies that align transportation investments with real estate development in station areas to expand economic opportunity, support transit ridership, and deliver community-serving development. His work spans systems ranging from Bus Rapid Transit to high-speed rail. He developed a TOD implementation framework for LA Metro along the West Santa Ana Branch light rail corridor and led development of a statewide infrastructure funding and financing strategy to enable TOD across Hawaiʻi, helping address the state’s housing shortage. This work supported a successful $6.6 million Pathways to Removing Obstacles to Housing (PRO) grant for the State of Hawaiʻi. 

Amitabh also advises cities on long-term planning and economic development strategies that integrate fiscal sustainability with land use and infrastructure investment. He helped develop a citywide economic development strategy for the City of Los Angeles focused on equitable and sustainable growth. He is supporting the City and County of Honolulu in assessing climate-related financial risks and funding strategies for adaptation measures and advising the County of Los Angeles on evaluating the economic impacts of the LA28 Olympic Games and defining goals and KPIs to maximize long-term benefits. 

Amitabh has worked on infrastructure and economic development projects in more than fifteen countries across the Americas, Caribbean, Asia, and the Middle East. His international work includes the regional development strategy for the Delhi Mumbai Industrial Corridor, a major freight rail and industrial corridor in India. He has also advised governments and institutions, including the World Bank, Inter-American Development Bank, and Asian Development Bank, on P3 and value capture strategies. 

Education

Amitabh holds a Masters in Urban Planning and a Masters in Building Science from the University of Southern California. He also holds a Bachelor of Architecture from the School of Planning and Architecture in New Delhi, India.
