HR&A guided the Medical University of South Carolina (MUSC) in developing and implementing a comprehensive innovation district strategy that bridges research capabilities with industry collaboration. We delivered a strategic roadmap with clear governance structures, partnership frameworks, and phased real estate development priorities that position MUSC to accelerate healthcare innovation while generating significant economic impact for the Charleston region.
MUSC’s goal for their innovation district was to transform Charleston’s healthcare innovation ecosystem’s untapped potential into a recognized hub for healthcare research and collaboration. HR&A began by mapping MUSC’s institutional innovation assets and evaluating the strengths and gaps of the broader healthcare innovation landscape. This assessment revealed opportunities to better align resources and create deliberate connections between academic research and commercial applications. Following this initial visioning phase, we developed practical implementation frameworks, including staffing structures to consolidate and coordinate resources across MUSC in support of the innovation district’s goals.
Our multi-faceted approach produced tangible outcomes to advance MUSC’s innovation ambitions. We created a market-driven preliminary development program that established the foundation for a future master plan centered on mixed-use research spaces, housing, and complementary uses. The economic impact analysis we conducted quantified the potential benefits to Charleston’s regional economy, providing compelling evidence to support the initiative. We also analyzed zoning limitations and researched best practices from leading innovation districts nationwide, supporting MUSC’s efforts to secure appropriate zoning changes for campus development. This comprehensive strategy positions MUSC to enhance research commercialization, attract industry investment, and strengthen Charleston’s healthcare innovation ecosystem over the next decade.

HR&A collaborated with the City of Richmond to develop inclusive recovery principles and a comprehensive Business Recovery Action Plan targeting small and locally-owned businesses. Our approach identified critical recovery needs, streamlined access to resources, and established actionable strategies that the City continues to implement, including expanded grant programs and improved service delivery for underserved business owners.
Since 2022, HR&A has supported New York State's Empire State Development to design and implement a comprehensive workforce strategy for the newly established Office of Strategic Workforce Development. The office’s core focus is to establish strategic priorities for job training aligned with industry needs and to fund new programs – through a $150 million grant program – that connect un- and underemployed New Yorkers especially from historically marginalized communities to in-demand, high-quality jobs in priority industries. Ultimately, this internal and external-facing effort seeks to strengthen New York’s economic competitiveness and expand economic opportunity and mobility for all New Yorkers.
