HR&A managed the competitive solicitation process for Los Angeles County’s $50 million Community Broadband Networks initiative, developing evaluation criteria and vendor requirements that resulted in a successful partnership providing affordable high-speed internet to over 300,000 households while ensuring quality service and community alignment.
The County needed to identify qualified broadband providers capable of delivering both technical performance and community-focused service for its digital equity initiative. HR&A designed and administered three work order solicitations, establishing technical and business requirements that balanced infrastructure needs with affordability goals. We developed performance standards and customer service requirements tailored to meet the needs of underserved communities across Los Angeles County’s urban and rural areas.
Our evaluation process enabled the County to secure strong results for residents. HR&A created an evaluation matrix with scoring criteria to assess technical capabilities and financial viability of vendor proposals. This approach generated competitive submissions that unlocked private investment while guaranteeing favorable pricing and service terms. The selection of WeLink Communications through this process resulted in one of the nation’s most competitive internet offerings—500/500 Mbps service for just $25 per month for low-income families—demonstrating how strategic procurement can drive both innovation and affordability in public broadband initiatives.
