HR&A and Halff Associates equipped Downtown Mansfield with a strategic roadmap to unlock real estate development and market growth. Our policy recommendations, program design, and investment analysis provide the City with actionable tools to strengthen its downtown core and generate new tax revenue through catalytic public and private investment.
Downtown Mansfield needed comprehensive strategy to overcome development challenges and capture market opportunities. Working with Halff Associates, HR&A conducted stakeholder visioning meetings to understand goals and challenges while assessing market conditions and analyzing comparable regional downtowns. We also evaluated the Downtown Tax Increment Reinvestment Zone’s performance to understand how public investment tools were functioning and identify opportunities for more strategic deployment.
HR&A devised a suite of policies, programs, and investments designed to catalyze downtown development. We produced analysis of incremental tax revenue expected from future growth, demonstrating fiscal benefits of strategic public investment. The resulting strategies provide Mansfield with clear implementation pathways to strengthen its downtown, attract private investment, and position the district as a vibrant center for commerce and community activity.
