HR&A’s benefits analysis for climate adaptation investments in Alexandria, Egypt informed the Government of Alexandria’s presentation at COP 27 in November 2022. Working with the World Bank City Resilience Program, we evaluated and prioritized planned adaptation projects, estimating capital and operating costs alongside fiscal, economic, social, and environmental benefits to guide strategic climate investment decisions.
Alexandria had planned climate adaptation investments through prior efforts but needed evidence-based frameworks to prioritize projects and communicate their value. Over eight weeks, HR&A led a team including Level Infrastructure and One Architecture to evaluate planned projects and estimate comprehensive impacts. We assessed costs and benefits across fiscal sustainability, economic development, social equity, and environmental protection, providing city leadership with analytical tools for informed decision-making.
Our benefits case positioned Alexandria to demonstrate the multidimensional value of climate investments to international audiences at COP 27. This work showcased how cities can use rigorous cost-benefit analysis to guide adaptation strategies that protect vulnerable communities while advancing broader development goals, establishing frameworks other cities can adopt for climate investment prioritization.
