Project Location Imagine Housing Soft Sites Analysis HR&A conducted a comprehensive evaluation for Imagine Housing analyzing the impacts of Bellevue, Washington's C-1 zoning overlay, which provides density bonuses for affordable housing development on nonprofit, religious, and public land. Following the legislative changes, Imagine Housing, a nonprofit affordable housing developer, sought to understand the impacts of the C-1 overlay district on affordable housing production in Bellevue and the potential scale of new home production if it were to be taken up by other Eastside communities. Through market analysis, parcel identification, and financial feasibility modeling, HR&A created development scenarios for prototypical sites and recommended strategies to leverage innovative funding sources. This work provided Imagine Housing with actionable insights to expand affordable housing production across Eastside communities.
Downtown San Francisco Office-to-Residential Conversion
Project Location Downtown San Francisco Office-to-Residential Conversion On behalf of SPUR and ULI San Francisco, HR&A Advisors partnered with Gensler to analyze the economic feasibility of converting vacant downtown office buildings into residential units. This first-of-its-kind study in San Francisco -- ultimately incorporated into SPUR’s October 2023 “From Workspace to Homebase” report -- provided stakeholders with actionable insights into the financial challenges and policy interventions necessary for successful conversions that could address both downtown vacancy and the city’s housing shortage.
West Bottoms Feasibility Analysis and Benefits Case
Kansas City, Missouri West Bottoms Feasibility Analysis and Benefits Case After decades of stalled development caused by fractured ownership and aging infrastructure, HR&A helped SomeraRoad launch a transformative redevelopment project in Kansas City's West Bottoms. Our economic impact analysis and incentive strategy secured crucial city support for the project's rezoning and financing package.
Chicago Bears Stadium District Advisory
Chicago, Illinois Chicago Bears Stadium District Advisory Arlington Heights could host one of Chicagoland's greatest economic engines. HR&A advised the Chicago Bears on transforming a 326-acre site into a state-of-the-art stadium and mixed-use entertainment district, providing economic impact projections, market analysis, and financial feasibility that support the team's approval efforts and stakeholder engagement.
