HR&A provided the Inter-American Development Bank with a comprehensive roadmap for expanding broadband access across Colombia’s Aburra Valley. Our pre-feasibility study examined infrastructure, demand, and multi-dimensional feasibility considerations to determine whether a neutral network could deliver socio-economic benefits across this ten-city metropolitan area.

The Aburra Valley needed systematic evaluation of existing broadband infrastructure and future demand to determine the viability of a new neutral network serving the region’s diverse municipalities. HR&A conducted diagnostic assessment of current infrastructure and analyzed connectivity demand across the metropolitan area. We developed preliminary technical design for the broadband network while examining market dynamics, technical requirements, political considerations, institutional capacity, legal frameworks, and financial sustainability to ensure regional leaders understood both opportunities and implementation challenges.

HR&A evaluated the potential socio-economic benefits of implementing the network and developed recommendations to promote adoption among residents and businesses. Our pre-feasibility study positioned Aburra Valley leaders with evidence-based insights to make informed decisions about advancing digital infrastructure investments that could expand economic opportunity across this major Colombian metropolitan area.
