HR&A is collaborating with HDR to support the Connecticut Department of Transportation in soliciting a joint development team for the redevelopment of Stamford Transportation Center, Connecticut’s busiest passenger rail station. Our market analysis and stakeholder engagement process is advancing a comprehensive solicitation strategy that integrates station improvements with mixed-use development opportunities.

Project

The Stamford Transportation Center serves as a critical gateway between downtown Stamford and the rapidly growing South End district, but its current configuration doesn’t fully capitalize on this strategic location or development potential. HR&A conducted initial market analysis examining opportunities and trends in surrounding neighborhoods to understand development feasibility and community needs. We then prepared a non-binding Request for Expressions of Interest to gauge market interest, explore optimal project delivery models, and gather innovative ideas for integrated station improvements and private development.

Building on these insights, HR&A led two comprehensive workshops with CTDOT and project stakeholders to define a clear vision, refine project scope, and identify appropriate delivery models that balance public objectives with private sector capabilities. Our facilitated process helped establish parameters for risk allocation and project structure that will attract qualified development teams while protecting CTDOT’s interests. HR&A is now developing the formal solicitation document for release in spring 2025, positioning this transformative project to move forward with strong market support and clear implementation framework.
