Downtown Fort Worth had experienced vibrant new investment demonstrating market potential, but existing public incentives hadn’t stimulated sustained momentum for large-scale, high-density residential development. DFWI needed comprehensive understanding of current and future residential demand in the Central Business District and surrounding urban districts. HR&A reviewed existing district plans and conducted stakeholder engagement, then prepared supply and demand analysis assessing market conditions for rental and for-sale residential product downtown.

 

HR&A evaluated existing and contemplated housing policies and incentives, conducting feasibility analysis for higher-density rental and for-sale housing to identify key cost and revenue drivers. This analysis tested whether denser product types than the market had delivered to date could be financially viable and pinpointed specific barriers to development. Our work provided DFWI with evidence-based policy recommendations and market insights to advance housing goals and stimulate the sustained residential growth needed to fully realize Downtown Fort Worth’s urban core potential.
