We partner with newly elected city and county leaders to design and implement governing agendas that are rooted in community priorities, grounded in the realities of people’s lives, and powered by talented, innovative civil servants. At 27, County Judge Lina Hidalgo made history as the youngest and first Latina to lead Harris County, Texas—home to 4.7 million residents. HR&A supported her groundbreaking transition by building her leadership team, establishing policy frameworks, and launching Talking Transition, which engaged over 11,000 residents in defining priorities for her first 100 days.

HR&A developed the Kips Bay Science District Education and Workforce Vision Report for the New York City Economic Development Corporation (NYCEDC), that articulated the vision of the Kips Bay District as the center of New York City’s health and life sciences ecosystems. Leveraging NYCEDC's first-of-its-kind life sciences innovation, career, and education hub, the Science Park and Research Campus (SPARC), would develop the next generation of talent to support this ecosystem and anchor this District.
