HR&A is working with Sacramento County’s Office of Economic Development to create a comprehensive Economic Development Strategic Plan that will guide the County’s approach to job retention, business growth, and innovation over the next five years. Our inclusive stakeholder engagement process and analytical framework will inform strategic priorities and implementation approaches for addressing regional economic disparities.

The Sacramento County Office of Economic Development had not updated its Strategic Plan in over 10 years, and needed a plan that reflected emerging opportunities and addressed persistent regional disparities while establishing clear organizational priorities for the Office of Economic Development. HR&A developed a multi-faceted approach that combines rigorous analysis with extensive community input. Our team is leading an inclusive stakeholder engagement process that brings together small businesses, community-based organizations, industry leaders, and government partners to identify focused actions that address real community needs. Simultaneously, we are conducting comprehensive existing conditions, market, and organizational analyses to provide the data foundation for strategic recommendations.

The strategic plan will establish the Sacramento County Office of Economic Development’s new five-year framework, with clear guidance on job retention and growth, business innovation, and marketing and branding initiatives. The plan will also outline specific organizational priorities and implementation strategies for the Office of Economic Development, positioning the County to pursue coordinated economic development efforts that create opportunities across all communities and industry sectors.
