HR&A advised the Bronx Chamber of Commerce to facilitate a collaborative economic development strategy among 15 major Bronx employers and institutions. Our work resulted in the Bronx Prosperity Plan — a comprehensive framework focused on talent development, strategic marketing, and targeted investments that established concrete pathways to enhance economic opportunity and prosperity across the borough.
The Bronx has faced economic challenges despite its assets and institutional strengths. HR&A conducted analyses of demographic trends, employment patterns, and investment flows to identify the borough’s competitive advantages and barriers to growth. Through stakeholder engagement with major employers, educational institutions, and community organizations, we identified opportunities for alignment and collective action. Our research and facilitation helped build consensus among diverse institutions while ensuring the emerging strategy addressed real community needs.
The resulting Bronx Prosperity Plan articulated a shared economic vision for the borough that included actionable, prioritized initiatives. We identified specific interventions within talent development pathways, coordinated marketing strategies to change perceptions about the Bronx, and place-based investment opportunities to catalyze growth. Beyond the strategic framework, our work strengthened relationships among key institutional stakeholders, creating lasting collaboration mechanisms to advance the borough’s economic interests. By leveraging the collective resources of major employers and institutions, the Plan established a foundation for sustainable economic growth and broader prosperity throughout the Bronx.

HR&A worked with the City of Dallas to develop and implement a groundbreaking Economic Development Policy that prioritizes equitable investment in Southern Dallas and communities of color historically excluded from opportunity. The Knight Foundation engaged HR&A to evaluate their philanthropic investments in downtown revitalization across nine U.S. cities. Through comprehensive data collection and analysis, HR&A assessed the effectiveness of the Foundation’s priority grants, investigated the sustainability of supported organizations, and identified critical revitalization levers that could be applied to any city. This evaluation provided Knight Foundation with essential insights to guide future investment decisions and promote equitable economic development.
HR&A partnered with the City of Hayward to conduct a comprehensive housing displacement study that analyzed how rising housing costs were affecting different neighborhoods and populations. Our research provided the City with critical data and insights needed to secure county funding and guide affordable housing development decisions.
HR&A partnered with the Trinity Park Conservancy to develop an Equitable Development Toolkit that transforms a $150 million investment in Dallas's Harold Simmons Park into a catalyst for community opportunity. Through comprehensive analysis and stakeholder engagement, we created implementable strategies to ensure the 200-acre park connecting Downtown Dallas, West Dallas, and Oak Cliff strengthens neighborhoods while addressing systemic inequities.
