HR&A analyzed eviction trends and prevention programs for the San Diego Housing Commission, conducting spatial analysis of eviction data, stakeholder interviews, and best practices research. Our recommendations enabled SDHC to understand local eviction patterns, identify program gaps, and design improved housing stability policies that protect renters from displacement.
As eviction protections from the COVID-19 pandemic expired, the San Diego Housing Commission faced a growing housing affordability crisis without sufficient data or programs to prevent evictions effectively. HR&A conducted comprehensive spatial analyses of eviction cases and lockout data to uncover geographic and chronological patterns across the city. Through stakeholder interviews, focus groups with community organizations, and surveys of at-risk renters, we identified critical gaps in existing prevention programs and opportunities to strengthen housing stability initiatives.
Our analysis provided SDHC with evidence-based insights into local eviction trends and actionable recommendations for program improvements. The research informed new policy approaches and enabled SDHC to better allocate resources for eviction prevention. The study’s impact extended beyond internal planning—SDHC presented our findings at a press conference and two public meetings with the San Diego City Council, demonstrating the public value of data-driven housing policy. The comprehensive report continues to serve as a foundational resource for housing stability efforts in San Diego.
